Why it matters

Local contractor. Local value.

Public buyers now weigh social value in the award decision, and more private clients ask about it too. The question is simple: what does this contract do for the area beyond the work itself?

With ATKINSONS the answer starts before anything is added. The people on your job are directly employed, live in the region and are paid at least the National Living Wage. The apprentices come from local schools and colleges. The money stays in the North East.

  • Directly employed local trades
  • Apprentices from the region every year
  • Commitments agreed and reported per contract

Frameworks

Mapped to the way buyers score. PPN 002 and TOMs.

Under the Procurement Act 2023, PPN 002 requires in-scope central government buyers to give social value at least a 10% weighting, using the Social Value Model. Many councils use the National TOMs instead. Here is where our offer fits.

Social Value Model (PPN 002)

Mission 2: Make Britain a clean energy superpowerOutcome 4 Sustainable procurement practices
Mission 4: Break down barriers to opportunityOutcomes 6 and 7 Employment, training and pipelines for people facing barriers
Mission 5: Build an NHS fit for the futureOutcome 8 Physical and mental wellbeing in the workforce and community

Mapping is indicative. The commitments, measures and proxy values that apply depend on your contract and the framework you use. We are happy to complete your social value method statement in your format.

Measuring

What we measure. How we prove it.

Every commitment comes with a measure, the evidence behind it and a reporting frequency. Targets are agreed for each contract.

A named Contracts Manager from first visit to final certificate.

How we work

Six steps. No surprises.

Step 01

Enquiry logged

Tell us the work, the property, your timescale and budget through our quick form, and upload any plans or photos. Everything in one place from the start.

Step 02

Initial review

We review what you've sent and decide the best next step, whether that's pricing straight away or sorting drawings, planning or building control first.

Step 03

Site visit

Where it's needed, we come and look properly: access, structure, levels and anything affecting the cost. Your chance to ask questions before we quote.

Step 04

Detailed quote

A clear, transparent quote setting out what's included, assumed and excluded, with a payment structure. Confidence in what you're accepting, not a one-line price.

Step 05

Planned properly

Once you're happy, we sort dates, materials, access and building control before anyone lifts a tool, so the job runs smoothly on site.

Step 06

Work begins

Our team arrives clear on the agreed scope, keeps the site tidy, communicates as we go and respects your home throughout.

Questions we get asked

Straight answers. No jargon.

Can you complete our social value method statement?

Yes. Send it over with the tender and we will answer in your format, with commitments we can deliver and evidence.

Do you use the National TOMs or the Social Value Model?

Either. We map our commitments to whichever framework your organisation uses, including the PPN 002 Social Value Model for central government contracts.

What evidence do you provide?

Payroll and site sign-in records for local labour, training records for apprentices, timesheets for community time, waste transfer notes for waste and recycling, and our incident log for health and safety.

Do social value commitments cost extra?

The commitments on every job are already part of how we work. Extra commitments for a contract are agreed and priced openly at tender stage.

Do you work outside the North East?

Our base and workforce are in the North East. For business and multi-site clients we work UK-wide, and we will be clear about where local commitments apply.
